CONTENT
The bill would amend the Drain Code to authorize drain commissioners or drain boards to determine reasonable compensation and necessary expenses for service on specified boards established to administer the Code.
Allowing drain commissioners to determine fair compensation for service on drain-related boards could benefit the public. Compensating board members with a fair wage is often necessary to attract qualified individuals who want to staff these boards and attend long, important meetings. Drain commissioners and drain boards should have the ability to determine necessary compensation for their boards so they can better serve the public.

House Bill 5190 is similar to Senate Bill 866 of the 2021-2022 Legislative Session.

FISCAL IMPACT
The bill would have a small fiscal impact on local governmental units and no fiscal impact on the State. The impact would likely be negative but could be positive if a drain commissioner or drainage board decided to reduce compensation.
