Rep. Carrie Rheingans, from the 47th District, offered the following invocation:
“As we enter this chamber today to work on behalf of ten million Michiganders, I invoke for guidance three of the eight principles upon which we Unitarian Universalists rely.
Our fifth principle calls us to use democratic processes in our congregations and society at large. May this principle guide us today to work together to debate and improve our ideas, and to value the representation that we each bring to this room from every corner of our great state.
Our sixth principle sets out the goal for a world community with peace, liberty, and justice for all. May we strive for peace, liberty, and justice for all Michiganders, and all people in the world community, as we conduct our important work here today.
Lastly, I invoke our seventh principle, my favorite: ‘we respect the interdependent web of all existence’. Not only do we respect each other here, where we work together, but we are dependent on each other and all living beings, as they are all dependent on us. As humans, the pan-African principle of ubuntu describes inter-human relationships by explaining that we cannot be who we are without the other people with whom we are in relation; ‘I am because you are.’
As the Reverend Dr. Martin Luther King, Jr. reminded us in his Letter from Birmingham Jail, ‘All people are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.’ The work we conduct in this chamber affects directly and indirectly not only ten million Michiganders, but all of humanity.
May we go forth today following our democratic processes; striving for a world community with peace, liberty, and justice for all; and embodying ubuntu.”

House Resolution No. 151.
A resolution to declare October 2023 as Filipino American History Month in the state of Michigan.
Whereas, Michigan is home to more than 40,000 individuals claiming Filipino heritage who have made significant contributions to the social, economic, and cultural fabric of our great state; and
Whereas, October is recognized as Filipino American History Month because it was October 1587 in Morro Bay, California, that the first known Filipinos arrived in America; and
Whereas, Since Filipino immigrants first established their roots in Michigan, they have emerged as influential figures in every aspect of our communities, enriching our educational institutions, businesses, civic life, and social groups throughout the state; and
Whereas, Filipino Americans in Michigan have enriched our state’s cultural landscape through their art, music, and cuisine, sharing their traditions, celebrations, and heritage, thereby promoting a deeper appreciation for the diversity that Michigan proudly represents; and
Whereas, Filipino Americans have been an integral part of Michigan’s history for many decades, with a strong presence in various fields, including healthcare, education, business, the arts, and community leadership; and
Whereas, These contributions reflect a culture which values and prioritizes family and community, which takes pride in hard work and diligence, and which celebrates its collective identity; and
Whereas, Thanks in no small part to the efforts of Michigan’s Filipino Americans, the United States continues to strengthen its relationship with the Filipino American community and to continue to promote the culture, values, history, and traditions of the Philippines; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 2023 as Filipino American History Month in the state of Michigan; and be it further
Resolved, That with the declaration of Filipino American History Month, we express our profound appreciation and celebrate the invaluable contributions of Filipino Americans, who have significantly enhanced Michigan’s economy, civic engagement, and cultural heritage.

THIS RESOLUTION IS OFFERED TO COMPLY WITH ARTICLE iv, SECTION 12 OF THE CONSTITUTION OF THE STATE OF MICHIGAN OF 1963 AND MCL 15.217.
Reps. Wilson and Filler offered the following concurrent resolution:
House Concurrent Resolution No. 6.
A concurrent resolution to approve the State Officers Compensation Commission determinations.
Whereas, Pursuant to the provisions of Article IV, Section 12 of the Constitution of the State of Michigan of 1963, the State Officers Compensation Commission is responsible for making determinations regarding the salaries and expense allowances of the members of the Legislature, the Governor, the Lieutenant Governor, the Attorney General, the Secretary of State, and the Justices of the Supreme Court; and
Whereas, The State Officers Compensation Commission met on May 24, 2023 to determine the salaries and expense allowances for the members of the Legislature, the Governor, the Lieutenant Governor, the Attorney General, the Secretary of State, and the Justices of the Supreme Court; and
Whereas, The State Officers Compensation Commission has concluded its proceedings and on May 24, 2023 made its determinations that the Justices of the Supreme Court should receive a 7 percent salary increase in both 2025 and 2026, and recommended that the Justices of the Supreme Court should receive a $10,000 annual expense allowance. The commission recommended that salaries and expense allowances for the members of the Legislature, the Governor, the Lieutenant Governor, the Attorney General, and the Secretary of State should not be changed; and
Whereas, On June 15, 2023, the Legislature received the determinations of the State Officers Compensation Commission; and
Whereas, The determinations of the State Officers Compensation Commission shall be the salaries and expense allowances only if the Legislature approves them by concurrent resolution adopted by a majority of the members elected to and serving in each house. If the salary and expense determinations are approved, the salary and expense determinations shall become effective for the legislative session immediately following the next general election, which will commence January 1, 2025; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That, pursuant to Article IV, Section 12 of the Constitution of the State of Michigan of 1963 and MCL 15.217, we hereby approve the determinations of the State Officers Compensation Commission that the Justices of the Supreme Court receive a 7 percent salary increase in both 2025 and 2026, and that Justices of the Supreme Court receive a $10,000 annual expense allowance. The salaries and expense allowances for the members of the Legislature, the Governor, the Lieutenant Governor, the Attorney General, and the Secretary of State shall not be changed; and be it further
Resolved, That copies of this resolution be transmitted to the State Court Administrator and the Director of the Department of Technology, Management and Budget.
The concurrent resolution was referred to the Committee on Government Operations.
